Dr. Noel Hacegaba serves as the Chief Operating Officer (COO) at the Port of Long Beach (POLB), California, a role that places him at the intersection of global commerce, business and government. As a board member of the Containerization and Intermodal Institute (CII), he also plays an important role in enhancing collaboration and innovation within the shipping and logistics industry.
Noel’s entry into the shipping industry is a testament to serendipity and what he calls providence. While working in the private sector, he attended an event at the Port of Long Beach that set the stage for his unexpected career transition. Seated next to the Port’s Director of HR due to a seating mix-up, Noel's chance encounter led to his first role at the port, marking the beginning of a fulfilling career in maritime logistics and port operations that has spanned nearly 15 years.
"My experience of falling into the industry unexpectedly is why I'm so passionate about supporting CII's mission to attract and invest in the next generation of leaders. The career opportunities our industry has to offer are too great to leave to a chance encounter. It also underscores the importance of networking at industry events,” says Noel.
As COO of POLB, Noel thrives in the fast-paced and ever-evolving environment of port operations. His role involves navigating the complexities of global supply chains and collaborating with a variety of stakeholders including shipping executives, labor unions, and elected officials. Noel is particularly focused on the Port's industry-leading initiatives such as its $2.3 billion capital infrastructure program, award-winning environmental sustainability programs and the broader transition to zero-emission operations.
Noel's role involves anticipating headwinds and navigating unforeseen disruptions to keep the port on track to accomplish its strategic goals. From the recent supply chain crisis to the global climate crisis, he emphasizes the importance of leadership and collaboration. His ability to influence and coordinate across various sectors—shipping lines, terminal operators, labor partners and community stakeholders—has been crucial in steering the Port through complex scenarios. Just in the last seven years, he helped the port navigate the largest bankruptcy in shipping line industry history, the mandated sale of its largest terminal and the pandemic-induced supply chain crisis.
“We have many initiatives here in Long Beach that are literally taking us into the future,” says Noel, “In the process, we are creating a path for the rest of the industry to follow. And that to me is extremely fulfilling.”
Noel views his role on the CII board as an ambassadorial position—one that aligns seamlessly with his responsibilities at POLB. His career is a blend of strategic leadership, industry innovation and personal commitment to community and mentorship. He actively promotes CII’s initiatives and engages with industry stakeholders to broaden the organization’s impact, ensuring that the shipping and containerization industries continue to thrive with fresh, talented individuals who are well-prepared for the challenges ahead. His commitment to guiding others stems from his own experiences with influential mentors who shaped his career.
"I've been blessed with many mentors who saw potential in me and generously offered their wisdom, guidance and encouragement,” says Noel, “Investing in our youth is investing in our future. I’m passionate about CII’s mission because it allows me to give back, share my enthusiasm for the industry and expose students to the exciting career opportunities that are available.”
Noel’s career is deeply enriched by the friendships and camaraderie he shares with colleagues, including CII board members. Adding a unique twist to his professional life, Noel is also a guitarist in a rock band called ‘The TEUs,’ composed of port employees from various departments. This musical endeavor not only fosters collaboration but also allows him to step outside his COO role and enjoy the lighter side of life at the port.
“I find the greatest joy in the bonds I’ve built throughout my career. I have met so many wonderful people, and the relationships I have established have turned into friendships. Even if they've transitioned to other companies or outside the industry, I still stay in touch with the people I’ve met along the way."
Noel aims to use his leadership position and influence to invest in the workforce, advance environmental sustainability and help transition the industry to the future. His personal motto - "The best way to predict the future is to create it" - reflects his proactive approach to leadership and career development.
“I like to encourage young people to invest in themselves, seek out mentors and take charge of their professional development. A phrase that resonates with me is, ‘the grass is always greener where you water it.’ Often, a change in attitude and perspective – not necessarily a job or organization – can make the biggest difference in one’s outlook and career path. Just like watering grass makes it greener, investing in yourself and taking full advantage of the opportunity in front of you can lead to personal growth and even greater opportunities.”
